DEPARTMENT ON 04/17/2025 AT 07:06 PM. ABDUCTED WAS KELSI WHEELER, BLACK, 
FEMALE, AGE 5. THE SUSPECT IS IN CUSTODY AND THE CHILD IS SAFE.
